Being a part of the Teso region, Soroti district was heavily affected socially and economically by the 1987-1992 Teso region conflict. Since the 1990s, the region has been suffering continuous attacks by the Karamojons and insurgence of the LRA leaving many IDPs, where some are still living in the satellite camps. Pioneer Primary School was built in 1939 and is one of the biggest schools with over 1,000 students.  Part of its facilities were built using asbestos roofs, which have been a danger to the health of not only the students and teachers, but also the citizens who are using the facilities for special events in the town. The project has improved the educational, work and living condition of the students, teachers and citizens by demolishing the asbestos roof, rehabilitating the class room block and staff room and increasing the number of usable classrooms.
