Remarks by Dr. INOUE
On 15 June 2026, Ambassador Takuya SASAYAMA and Dr. Keiko INOUE, Country Representative of Peace Winds Japan (PWJ), signed a grant contract under the Grant Assistance for Japanese NGO Projects for a project to be implemented in Kyaka II Refugee Settlement, Kyegegwa District.

PWJ will implement the project titled “Improved Food Security and Livelihood Enhancement through Capacity Building in Agriculture at Kyaka II Refugee Settlement (Year 2)” with a grant of JPY 88,553,531 (USD 594,319) provided by the Government of Japan.

In the settlement, refugees from the Democratic Republic of the Congo and members of the host community face significant challenges, including food insecurity, malnutrition, and unstable livelihoods. Building on the existing incubation center (a training hub for disseminating and embedding agricultural knowledge and skills) and the crop processing facility constructed in Year 1, the project will additionally construct a livestock feed production facility and a vegetable processing facility.

The project will also strengthen the operation of these facilities, promote crop processing, collective sales, and market expansion, and conduct nutrition awareness activities at schools and health centers, thereby improving the food security, nutrition, and livelihoods of both refugees and the host community. Through this project, more than 5,000 people are expected to benefit directly, while more than 130,000 residents of Kyaka II Refugee Settlement are expected to benefit indirectly.

In his remarks, Ambassador SASAYAMA expressed his expectation that the facilities, equipment, and knowledge provided through this project would contribute to increasing agricultural productivity and livelihood improvement, thereby enhancing the dignity of residents and the resilience of the local community. He also expressed his hope that local residents would take ownership of maintaining the facilities and equipment responsibly and continue applying the knowledge and skills acquired, thereby building a stable foundation for their livelihoods over the long term.
