GGP Grant: The Project for Supplying an Ambulance and Constructing an Children's Ward at St. Paul Health Centre IV in Kasese District

On 18 February 2021, Mr. Kitamura, the Head of Economic Cooperation of the Embassy of Japan in Uganda, attended the commissioning ceremony for “The Project for the Construction of a Children’s Ward in St. Paul Health Centre IV in Kasese District” and “The Project for Supplying an Ambulance at St. Paul Health Centre IV in Kasese District”, officially handing over the children’s ward, latrine block, medical equipment, and ambulance. At the ceremony, Mr. Kitamura expressed his hope that the newly constructed children’s ward and donated ambulance will improve access to quality healthcare services for more than 100,000 people in the surrounding communities.
 
  1. “The Project for the Construction of a Children’s Ward in St. Paul Health Centre IV in Kasese District” was signed between the Embassy of Japan and the school on 1st March 2018 with a total grant of 86,760 USD equivalent to over 310 million Ug. Shs.  The grant was used for the construction of a children’s ward, Pit latrine and provision of a set of medical equipment.
  2. “The Project for Supplying an Ambulance at St. Paul Health Centre IV in Kasese District” was signed on 10th March 2020 with a total grant of 19,888 USD equivalent to over 70 million Ug Shs. The grant was used to facelift, transport, and register the donated ambulance.
 
The support is part of the Grant Assistance for Grassroots Human Security Projects (GGP), a scheme administered by the Embassy of Japan to fund community development projects which uplift the life of people at the grassroots level. So far, a total of 261 projects have been funded under the scheme since its initiation in Uganda in 1992.

St. Paul Health Centre IV is located in Kasese District and was established in 1989 by South Rwenzori Diocese, Church of Uganda. They provide medical services to over 101,000 people and is the largest medical facility in Kasese Town which provides surgical operations and blood transfusion. They have a maternity ward which was constructed through the GGP scheme in 2012.

Since the completion of the project, the number of delivery cases increased by 36% from 2012 to 2016, consequently increasing the need for a children’s ward which forced the management to improvise children’s’ ward that was meant to be a study room, and it accommodated averagely 100 children every month ranging in age from one day-old to 12 year-olds. Furthermore, they have over 19 newborn babies every month who are premature or born with complications and yet there was only an improvised small space for neonatal care due to no neonatal care unit available at the facility at that time.

The Embassy of Japan 1). Constructed a children’s ward, a latrine block, and installed medical equipment in order to provide safe medical services to 1,200 children and; 2) supplied an ambulance in order to avert the identified health challenges in Kasese District.
